How to write a submission that stands out
Writing a submission can feel like sending a message in a bottle — you write it, send it off, and wonder if anyone ever reads it. But done well, a submission is a genuinely strategic way to shape government decision-making, particularly on complex positions or proposed legislative changes. Individuals, businesses, not-for-profits and peak bodies all submit frequently, so here’s how to make sure yours is one of the ones that lands.
Be concise and engaging
Avoid leaning on jargon, and get to the point fast — your executive summary should give a reader everything they need without forcing them through the full document. Your submission needs to be as accessible to a subject-matter expert as it is to someone encountering the issue for the first time. Case studies, statistics and factual evidence keep it engaging and back up your recommendations.
Be proactive and persistent
Don’t submit and forget. Submissions get far more cut-through paired with other communication — send copies to relevant staffers, opposition MPs and crossbenchers, and use the submission as the reason to ask for a follow-up conversation. Nothing replaces a face-to-face conversation once the paperwork is in.
Be specific and relevant
Tailor your cover letter to whoever’s reading it, and make the benefit to them explicit. If your proposal creates local jobs, lead with that for the local MP; if it’s about broader economic impact, lead with that for the Treasurer. Do the research on what each recipient actually cares about, and for every point you include, ask: why should they care about this specifically?
Be prepared and persuasive
Government stakeholders may come back with questions, or ask how your recommendations would actually be implemented. Make sure your submission is realistic and implementation-ready from the outset. Have your counterarguments ready, and where possible, know what your adversaries are submitting to the same stakeholders — the best defence starts with knowing what you’re defending against.
